In my analysis to date, the true cost of free and cheap parking in Copenhagen, is hundreds of millions higher than the revenue! Maybe the deficit, including 3 interest of capital invested and the cost of ground works, and ground, is as much as half a billion (BILLION) kroner each year! In addition the city is wrongfully "taxed" an additional annual 140 mill. annually, subtracted in the block-subsidy from the state. The latter fact is an ironic consequence of the city hiding the cost of parking to its citizens, and doing it so well, that the former government, believed the city made huge profits on parking. The 35.000 resident parking permits which costs 710,- a year should cost between 4.000 (as in Ørestad, Stockholm & Göteborg) and 12.000 a year. The metered parkings zones should be increased, and the cost of parking should be just marginally higher than will create a shortage of parking spaces, optimally each block is optimized to have one or two vacant parking spots at any given time, this may reduce traffic in the inner city as much as 30% ! About 30 research studies documents this. More and more cities are adopting this strategy, performances based parking, developed by YALE PhD and UCLA Professor Donald Shoup. The new highly increased parking revenue should be used for better public transit, bike lanes, bus/bike streets and bike parking. At current there are 2.5 times as many public parking spaces in the metered zones of the city, as there are slots in the publicly accessible bike racks. Finally only new parking spots paid for and operated by private investors should be allowed, and the city should not demand any parking norms in new developments. Because its the non-motorists, who are going to pay, for the difference between what people want to pay, in this highly subsidized market, and the much higher cost of construction. Parking is a private luxury good like cars, its not a free public good.
